New screen to reorder dashboard blocks, and coinciding dashboard flexibility.

Added new multi-delivery role to act the same as the renamed multi-location role, in that they both allow users to see the routes/locations they are not assigned to.
Added new contact fields to delivery routes and locations behind a setting.

Various workflow improvements to make CSFP new clients a seamless flow of forms.

Added delivery route filter and location filter to browse client's screen.

Better exception handling which both logs and emails all exceptions globally. No longer excludes common silenced exceptions.

Fixed style issue causing a white box to the right of each number on data table pagination.
Fixed issue with client deletes and hard delete where the primary household member was not getting deleted, and an error was happening. Including cleanup script to remove all the existing orphaned household members so they don't show on the duplication report anymore.
